This endearing little bird is a Eurasian Pygmy Owl, and apparently the smallest owl in Europe. It is similar to our Canadian Northern Pygmy Owl, which I have drawn previously as a stone lithograph. After a bit of researching, I found that in order to be able to carry larger vertebrate prey, this little owl has evolved disproportionately large feet. Both species are only about 6 or 7 inches in size.
